PURPOSE The Make Children First Implementation Committee will provide direction for the ongoing development of the initiative. It will bring together a broad representation from all sectors of our community to participate in the development of a comprehensive system of linked services for children from preconception to age six.
OBJECTIVES - To oversee implementation planning, including formation of committee structures and work plans in keeping with the initiative’s vision
- To educate the public about early childhood development
- To facilitate early identification of healthy childhood development through the use of common screening tools
- To create a matrix of services that are linked together
- To broaden the skills and knowledge of families, caregivers and service providers
- To initiate and oversee a community mapping process
- To participate in the development of an evaluation framework
- To determine the best use of financial and human resources
MEMBERSHIP OF THE IMPLEMENTATION COMMITTEE Membership will include
- Ministry of Children and Family Development Regional Executive Director, or designate
- Public Health Nursing Leader, or designate
- Implementation Manager
- School District representative
- Aboriginal representatives
- Representation from the Early Childhood Development community
- Additional community representatives
Membership conditions
- Members will attend meetings on a regular basis
- Members may send an alternate when necessary
- Fifteen participants is the optimum membership number
- New members will receive an orientation package
- Membership conditions will be reviewed quarterly
- Interested persons are encouraged to participate in the sub-committees
- Interested persons may attend meetings as observers
COMMITTEE COMMUNICATION - Subcommittee reports will be a standing agenda item to allow time for discussion and questions.
- If a subcommittee requires additional agenda time, the subcommittee Chair will advise the Implementation Committee Chair.
- Subcommittees will record meeting notes to be forwarded to the Implementation Manager for transmission to the Implementation Committee. A consistent reporting format will be maintained.
- The Implementation Manager will submit a written monthly report to the Implementation Committee.
COMMITTEE DECISION MAKING - Recommendations and concerns of subcommittees, stakeholders or community members will be brought forward for consideration.
- An open process for identification and resolution of conflicts will be maintained.
- Decision making will based on consensus.
- If required, decisions will be made by majority vote in accordance with the guiding principles.
- Items involving budget expenditures will be taken to motion and vote.
